CGPJ Counters Government Claims on Domestic Violence Monitoring Bracelet Alerts

Spain's General Council of the Judiciary (CGPJ) has publicly contradicted the government's position regarding electronic monitoring bracelets used in domestic violence cases, asserting that judicial authorities reported technical issues with the devices as early as January. The judicial governing body released a statement confirming that several Gender Violence Courts had identified problems with the anti-abuse tracking systems at the beginning of the year, directly challenging the government's claim that no official communications about device malfunctions had been received.

According to the CGPJ's account, the Observatory against Gender Violence received multiple reports detailing technical failures in the electronic bracelets during January and February. These included two separate communications from the president of the Provincial Court of Granada dated January 8 and February 21, 2025, along with another incident report from a judicial body in Galicia. The judicial council maintains that these reports were formally transmitted to the Government Delegation against Gender Violence through official channels.

The controversy escalated when Esther Erice, president of the Observatory and CGPJ member, sent a letter to Government Delegate against Gender Violence Carmen Martínez Perza this Monday. Erice's correspondence specifically enumerated the occasions when judicial authorities had alerted about technical problems with the Vodafone-managed monitoring system. This response came after the government's assertion last week that it had received "no official communication about the alleged poor quality of Vodafone's service."

The matter was reportedly addressed comprehensively during the Observatory's plenary session on February 27, where all participating institutions discussed the technical issues. The judicial council has since launched a survey among judicial authorities to gather additional feedback about the electronic monitoring system, with results expected to be presented in October. The CGPJ has committed to sharing findings from recent judicial conferences with relevant institutions to improve the protective measures for domestic violence victims.
